You need the permission of the people still alive to tell their stories. You can change the name and character building, but if the people in this community to recognize that the person you need permission to write about them.
You have to be careful about not "public figures" because the idea is to certain rights to privacy by deliberately tried to be announced by the public. However, celebrities have the right to control how their image presented to the world. Your picture is the commercial product they sell.
Then you should design your site and learn how you want to present this information.
I have some sites ole Ronald some time ago. Seems to call "Butch" now. I think I should be the director of the prison and ask their permission. Try to see what happens.
